Specification for Photovoltaic Manufacturing Industry (version 2015)

In order to strengthen the management of the photovoltaic industry, guide the industry to accelerate the transformation and structural adjustment, promote the sustainable and healthy development of China's photovoltaic industry, the gauge condition is made according to the relevant laws and regulations and "Several Opinions of The state Council on Promoting the Healthy Development of Photovoltaic Industry"(national published, [2013]24), in accordance with the principle of optimize layout, adjust the structure, control the volume, encourage innovation, support the application.



Production Layout and Project Establishment


Photovoltaic manufacturing enterprises and projects should be in consistent with the laws and regulations’ requirements of national development and utilization of resources, environmental protection and energy-saving management, should be comply with the requirements of national industrial policy and industrial planning and layout, should be in consistent with the local land use overall planning, the overall urban planning, the requirements of the environmental function zoning and environmental protection planning.

Photovoltaic manufacturing projects are banned on basic farmland protection areas, drinking water source protection areas, nature reserves, scenic areas, important ecological functional protecting areas and ecological environment sensitive areas which are confirmed by the national laws, regulations and planning or approved by provincial government. Existing enterprises in the above areas should be gradually moved out.

Strictly control of new and production capacity oriented photovoltaic manufacturing project. The new and renewal projects which are necessary to strengthen technological innovation and reduce production costs should file to the administrative department of industry and investment departments for record. 

Production Scale and Processing Technology


Photovoltaic manufacturing enterprises should adopt advanced production technology and equipment to achieve energy saving and environmental protection, good product quality and low production cost.

Photovoltaic manufacturing enterprises should meet the following requirements: legally registered within the territory of the People’s Republic of China, and have an independent legal personality. Have the ability of independent production, supply and after-sales service of the solar photovoltaic products. Have the independent research institutions, technique center or high technological enterprise qualification.The annual cost of research and development should not less than 3% of total sales and not less than 10 million yuan. The actual output of the year when the declaration is in conformity with the specification list should no less than the 50% of the capacity requirements of the article three.

Photovoltaic manufacturing enterprises in product classification should meet the following requirements respectively:

1.Each scale of polysilicon project should not less than 3000 tons per year;
2.Annual production capacity of Silicon ingot should not less than 1000 tons;
3.Annual production capacity of Silicon rod should not less than 1000 tons;
4.Annual production capacity of Silicon wafer should not less than 50 million pieces;
5.Annual production capacity of crystalline silicon cells should not less than200MWp;
6.Annual production capacity of crystalline silicon cell assembly should not less than200MWp;
7.Annual production capacity of thin film cell assembly should not less than50MWp;
8.Annual production capacity of inverter should not less than200MWp (micro inverter is not less than 10MWp);

Existing photovoltaic manufacturing enterprises and project products should meet the following requirements:

1.Polysilicon should be the first-grade products in "Solar-grade polycrystalline silicon "(GB/T25074);
2.The sub-lifetime of Polycrystalline silicon (including quasi single crystal silicon wafer) should greater than 2μs, Carbon and oxygen content should less than 10 and 16PPMA respectively, The sub-lifetime of mono crystalline silicon should greater than 10μs, Carbon and oxygen content should less than 1 and 16PPMA respectively;
3.The photoelectric conversion efficiency of polycrystalline silicon cell and single crystal silicon cell should not less than 17% and 18.5% respectively;
4.The photoelectric conversion efficiency of polycrystalline silicon cell module and single crystal silicon cell module should not less than 15.5% and 16% respectively;
5.The photoelectric conversion efficiency of silicon, CIGS, cadmium and other thin film battery components should not less than 8%, 11%, 11% and 10% respectively;
6.The China weighted efficiency of the photovoltaic inverter with containing transformer should not less than 96%, the China weighted efficiency of the photovoltaic inverter without containing transformer should not less than 98% (relevant indexes of micro inverter should not less than 94% and 95% respectively);

The new and expansion of enterprises and project products should meet the following requirements:

1.Polysilicon should be above the second-grade products in "Polycrystalline silicon "(GB/T12963); 
2.The sub-lifetime of Polycrystalline silicon (including quasi single crystal silicon wafer) should greater than 2.5μs, Carbon and oxygen content should less than 8 and 6PPMA respectively, The sub-lifetime of mono crystalline silicon should greater than 11μs, Carbon and oxygen content should less than 1 and 16PPMA respectively;
3.The photoelectric conversion efficiency of polycrystalline silicon cell and single crystal silicon cell should not less than 18.5% and 20% respectively;
4.The photoelectric conversion efficiency of polycrystalline silicon cell module and single crystal silicon cell module should not less than 16.5% and 17% respectively;
5.The photoelectric conversion efficiency of silicon, CIGS, cadmium and other thin film battery components should not less than 12%, 13%, 13% and 13% respectively;
The decay rate of polycrystalline silicon cell module and single crystal silicon cell module should not more than 2.5% and 3% respectively within 1 year, and cannot more than 20% within 25 years. The decay rate of thin film cell assembly should not more than 5% within 1 year, and cannot more than 20% within 25 years.
     
Comprehensive Utilization of Resources and Energy Consumption

Photovoltaic manufacturing enterprises and projects land should be in consistent with the land use standards which have been issued by the state, strictly protect arable land, saving land and use land intensively.

The energy consumption of photovoltaic manufacturing project should meet the following requirements:

1.The existing polysilicon project reduction power consumption should less than 65 kWh / kg, comprehensive energy consumption should less than 120 kWh / kg. The reduction power consumption of new and expansion projects should less than 55 kWh / kg, comprehensive energy consumption should less than 100 kWh / kg;


2.The existing silicon ingot project reduction power consumption should less than 8.5 kWh / kg, the reduction power consumption of new and expansion projects should less than 7 kWh / kg. if adopt polycrystalline ingot furnace to produce quasi single crystal or highly efficient polycrystalline product, The average comprehensive energy consumption of the project shall be increased by not more than 0.5kwh / kg;


3.The existing silicon rod project reduction power consumption should less than 45kWh / kg, the reduction power consumption of new and expansion projects should less than 40kWh / kg.


4. The existing single crystal silicon wafer projectreduction power consumption should less than 400 thousand kWh / million, the reduction power consumption of new and expansion projects should less than 350 thousand kWh / million;


5.The average comprehensive energy consumption ofbattery project should less than 100 thousand kWh /MWp;


6.The average comprehensive energy consumption ofcrystal silicon battery module should less than 60 thousand kWh /MWp; The average comprehensive energy consumption ofthin film cell assembly module should less than 50 thousand kwh /MWp;

Water consumption of the production of photovoltaic manufacturing projects shall meet the following requirements:

1.Water recycling utilization rate of polysilicon project should not less than 95%;
2.Water consumption of silicon wafer project should less than 1400 tons / million pieces
3.Water consumption of Battery project should less than 1700 tons /MWp;


Other production consumption should meet the relevant national standards.

Environmental Protection
The new and expansion of photovoltaic manufacturing projects should strictly implement environmental impact assessment system. The projects that do not approve the assessment shall not be started construction. In accordance with environmental protection "three simultaneous" requirements, projects supporting the construction of environmental protection facilities should be applied to project completion acceptance of environmental protection. Enterprises can obtain sewage discharge permission if theymeet the requirements of environmental laws and regulations, can discharge pollutants in accordance with the requirements of emission permission, and regularly carry out cleaner production audit and pass the assess acceptance.

The discharge of waste gas and waste water shall meet the national and local air and water pollutant discharge standards and total control requirements. The discharge of odor pollutants shall meet the requirements of "Emission Standards for Odor Pollutants" (GB14554). Industrial solid waste should be classified, stored, transferred, disposed or integrated utilize in accordance with the law. The hazardous waste storage of enterprises should meet the requirements of "Standard for Storage of Hazardous Waste" (GB18597). The general industrial solid waste storage should meet the requirements of "Emission and Disposal Standards for General Industrial Solid waste storage" (GB18559). SiCl4 and other hazardous waste should be entrusted with the qualified units to dispose. Factory noise shall meet the requirement of "Emission Standards for Industrial Enterprise Environmental Noise" (GB12348).

Encourage enterprises to get the ISO14001 Environmental Management System Certification, ISO14064 Greenhouse Gas Certification, and PAS2050/ISO/TS14067 carbon footprint certification.

Photovoltaic manufacturing project should formulate self-monitoring program, carry out self-monitoring work and publish self-monitoring information according to the requirements of environmental impact report (form) and its reply, national or local standards for the discharge of pollutants and technical specification for environmental monitoring.

Quality Management

Photovoltaic manufacturing enterprises should establish a comprehensive quality management system, and equip with quality inspection institutions and full-time inspection personnel. Battery and battery components manufacturing enterprises should equip with some key detection equipment like AAA solar simulator, high temperature environment test chamber and so on.  Enterprises are encouraged to build a laboratory with CNAS accreditation qualifications.

The quality of photovoltaic product should meet the relevant national standards, and approved by the relevant certification authority.

Enterprises should get the ISO9001 Quality Management System Certification. The service life of components should not less than 25 years. Warranty period should not less than 10 years, and the warranty period of inverter should not less than 5 years.

Enterprises should establish the corresponding product traceability system.

Safety, Health and Social Responsibility

Photovoltaic manufacturing projects should strictly implement the safety facilities and meet the requirement of "Three Synchronizations System" for occupational disease prevention facilities. Enterprises should comply with the "Safety Production Law", "Occupational Disease Prevention Law" and other laws and regulations, implement national standards or industry standards for ensuring safe production and occupational health, year and the last year did not occur general and above the production safety accident.

Enterprises should establish and improve the responsibility system for safe production, strengthen the safety education and training of workers and hazards screening. Carry out safety production standardization construction and to achieve level three or above.

Enterprises should implement occupational disease prevention measures. It should have testing, evaluation, 

monitoring measures and contingency plans for major hazard, necessary equipment should be equipped as well.

Enterprise shall comply with relevant national laws and regulations. It should participates insurance in pension, unemployment, medical, work-related injury, and pay the relevant insurance costs for employees.

Supervision and Management


Newly built and expanded photovoltaic manufacturing enterprises and projects shall meet the requirements of this specification.


Existing photovoltaic manufacturing enterprises and projects shall meet the requirements of this specification. For the enterprises and projects that do not meet the requirements of the specification, they should meet the requirements of this specification as soon as possible through mergers and acquisitions, technical transformation, etc. under the under the guidance of the national industrial policy.


The management of photovoltaic manufacturing enterprises and projects on investment, land supply, environmental impact assessment, energy assessment, quality supervision, safety supervision, occupational disease prevention, credit, application support, etc. should base on this specification.


Photovoltaic manufacturing enterprises voluntarily put forward application, and prepare related application materials according to specification conditions and submit to the Ministry of Industry and Information Technology through Provincial Department of Industry and Information Technology. Departments at all levels of Industry and Information Technology and relevant departments will supervise and inspect about the implement situation of the photovoltaic manufacturing enterprises. Ministry of Industry and Information Technology organize industry associations and testing organizations to carry out inspections, publish list of enterprises that meet the conditions of this specification on a regular basis, and carry out spot check about the products of the qualified enterprises with the industry associations and testing organizations.


Enterprises in the following circumstances, will revoke the qualification of its announcement:
1.Fill in false information;
2.Refuse to accept supervision and inspection;
3.Cannot maintain the standard conditions;
4.Have major safety problems and pollution accidents;
5.Violate of laws, regulations and the provisions of the state industrial policy.


Ministry of Industry and Information Technology will inform the relevant enterprises in advance and listen to the statements and defense of the related enterprises if they intend to revoke the qualification of the notice of the enterprises.


Relevant industry associations and testing organizations should assist the leading department to implement supervision and tracking work of this specification and organize enterprises to strengthen coordination and self-discipline management.


Supplementary Articles

This specification is applicable to all types of photovoltaic manufacturing enterprises in the territory of the People’s Republic of China (except Taiwan, Hong Kong and Macao). The photovoltaic manufacturing industry in this specification mainly refers to photovoltaic polysilicon, silicon rods, silicon ingots, silicon wafers, batteries, battery components, inverter and other manufacturing industries. 


The laws and regulations, national standards and trade policies which are under the conditions of this specification shall be revised and implemented as amended.


This specification will implement from the date of promulgation, Ministry of industry and information technology is responsible for the interpretation and it can revise and amend this specification with the relevant department in accordance with the development of the industry and  
requirements of the macro-control. The original "Specification for Photovoltaic Manufacturing Industry" (Ministry of Industry and Information Technology Announcement, No. 47, 2013)   will stop its implementation at the same time.
