Notice of the National Development and Reform Commission on Improving the Network Benchmark Price Policy of Onshore Wind Photovoltaic Power

The Development and Reform Commission and the Price Bureau of every provinces, autonomous regions and municipalities directly under the central government:In order to implement the target requirements of "Energy Development Strategic Action Plan (2014-2020)" released by the office of the State Council, reasonably guide new energy investment, promote the healthy and orderly development of onshore wind power and photovoltaic power generation, promote the balanced development of new energy resources, and increase the subsidy efficiency of renewable energy electricity, it is decided to adjust the network benchmark price policy of onshore wind photovoltaic power according to "Renewable Energy Law". After the agreement with the National Energy Board, the relevant matters are hereby notified as follows:

The Internet benchmark price of onshore wind power and photovoltaic power generation should be gradually reduced with the development scale. In order to make the investment expectation clear, onshore wind power should determine the benchmark price of 2016 and 2018. and photovoltaic power generation should determine the benchmark price of 2016, the price of 2017will be determined later. Specific benchmark price see annex I and annex two.

The distributed photovoltaic power generation project which was built by using building roof and additional space can select one mode among the mode of "self-occupied", "Remaining power on the Internet" and "full Internet access" when making a project for the record. The project implement on mode of "self-occupied" and "Remaining power on the Internet" is allowed to change into mode of "full Internet access" when the electricity load was significantly reduced (including disappear) or unable to fulfill electricity demand. The generating capacity of "full Internet access" project should be purchased by power grid enterprises according to the benchmark price of the local photovoltaic power station. The project unit shall apply to the local energy authorities for a change in the record when choosing "full Internet access" mode, and cannot change into the mode of "self-occupied" or "Remaining power on the Internet".

Parts of the grid electricity price of onshore wind power and photovoltaic power generation that within the benchmark price of local coal-fired units (including desulfurization, denitrification, and dust) should be cleared through local provincial power grid. The above parts should be subsidized through the National Renewable Energy Development Fund.

Encourage to determine the grid electricity price of onshore wind power, photovoltaic power generation and other new energy projects owners by using market competition mode. But the grid electricity price formed through market competition shall not be higher than the benchmark price level of similar onshore wind power and photovoltaic power generation projects stipulated by the state.

All onshore wind power enterprises, photovoltaic power generation enterprises and power grid enterprises should truly and completely record and preserve the relevant materials about the online trading power, price and subsidy and accept supervision and inspection of the relevant departments. All Price Departments should strengthen supervision on onshore wind power and photovoltaic power generation about the Internet price implementation and the settlement of additional subsidies, and it should supervise the implementation of relevant policies in place.

The above provisions will implement since January 1, 2016.
